Problem with booting up..

Okay this started when I was cleaning my registry with RegCure and I think that some of the registry keys got deleted.
I have windows XP pro 64 bit, and whenever it starts up it doesn't get to the desktop. It will get to the point of almost showing the desktop but the computer just restarts instead of showing the blue windows xp screen. I looked around in the BIOS and reset it to its defaults already.

What do I press to start in safe mode? Maybe I need to reinstall windows (how do you uninstall windows?)..
 
press F8 before it gets to the loading part
try the safe mode first and then if it doesn't work we'll take a look at the reinstall part
 
Okay I tried F8, tried all 3 safemodes as well as the other startup options and it just crashes and the computer restarts everytime.
How can I reinstall windows? :confused:

edit: Okay I entered the Windows installation CD and I am at the blue screen where I can repair (using recovery console) or set up windows. I will just go ahead and go through the installation. thanks.
