Problem with DX9

Well im having huge problem with playing any games, it says somethin wrong with dx and i have to get the newest version, and when i get it its still the same problem.... PLEASE HELP
 
gotta give us some computer specs cause if you got the newest versionthat obviously not the problem
if you dont know how to find your specs you can go to your
control panel
properties of my computer
or for specific details get belarc advisor
 
i have a gFeorge 6600 gt and im not sure about dx9, thats the problem
EDIT: i have downloaded dx9 about a million times and when i try to play any game, even some games on miniclip or music videos i still have problems
