Problem with Internet speed differences between 2 Windows computers

I have a problem that is baffling me at the moment. I have 2 Windows 11 desktop computers running the same version of Windows, each with 2.5 GB NICs (one is a motherboard NIC and the other is a PCIe TP-Link TX201 card). Each is connected to the same 2.5GB hub, which is connected to the router and cable modem. Both cards show they are connected to the network with a 2.5GB connection. Everything is connected to the same ISP, and it is a 1GB connection. No wireless connections are active in either computer.

I ran Speedtest on one desktop and consistently get around 110 Mbps download and 53 Mbps upload speeds. On the other computer, I see 916 Mbps download and 53 Mbps upload. I ran iperf3 connecting to my iperf3 server on an Unraid platform, and the results between the two computers are roughly similar.

The computer with the slower Internet speed is equipped with a Ryzen 9 5950X processor, 128GB of RAM, and an ASUS ROG Crosshair VIII Dark Hero motherboard, featuring an updated BIOS to the latest version 5002.

1. Suspecting the cable between the desktop and the hub, I replaced it with a Cat-8 shielded Ethernet cable, but I received the same results.
2. The TX201 PCIe card is new to see if the motherboard Ethernet ports could be the problem. The performance improved slightly using the PCIe card.
3. I cleared DNS cache and reset the adapter. No change.
4. I shutdown antivirus. No change.

I cannot understand why I am seeing over 8 times speed improvement with the other computer.

Any help would be appreciated!

Are the network card drivers up to date? Go into device manager, expand network controllers, right click on the correct network device and click on properties, then click on the driver tab and take a screenshot and post it here.
 
I should have mentioned I updated all the drivers. Here is the screenprint.

cat5e does 2.5 gbit.

Could always try the linux livecd approach to isolate OS/driver stack against hardware.

Do you top out at ~100ish mbit across all workloads? Usually that's an indicator of a link that negotiated poorly but would usually test more around ~93-94 mbit. Any intermediary runs between your PC and the internet router or is it just that direct patch cable?
 
Another user elsewhere on the interwebs mentioned the same issue with the same PCIe TP-Link card. They were able to resolve by changing the PCIe slot it was plugged into. It also could be not fully set properly. If you dont have another slot, try re-setting the card in the slot.
