problem with new build

Lack of information there. What motherboard and CPU? What video card are you using. Sure you got the case power switch wires on the right pins? Got the CPU 4/8 power connector pluged in. If it has them, do you have the PCIe power connector/s on the video card? Got the standoffs under the board in the right places?

I have a evga 680I , Intel core 2 duo 2.13 775,1GB ddr 2 800, 320 GB hdd, x800XT. 520 w psu. I have everything hooked up, the standoffs have certain spots they have to be? I have 5 standoffs

The standoffs need to be placed in relation to where your screw holes are only. Make sure you don't put one in the wrong spot, could fry your board
When changing boards, for example from mATX to ATX, that's an important thing to check
