Problem with OS, I think....

Recently, I have been getting this problem when I restart my computer, everything loads good but my wallpaper is gone and instead there's a message that says:

Active desktop..or something like that and then there's a tap that says if I want to restore the active desktop.

After clicking on that, it restores it back to my wallpaper. The question is why do I have to keep doing this?

just disable the cursed active desktop.
Right-click on your desktop --> properties
Click the Desktop tab then Click the Customize Desktop button.
Now just go to the Web tab in the Desktop Items window and un-check that box.
