Maybe the powersupply is defective. Try unplugging everything but the motherboard and see if it turns on.

The part you hold is plastic and the ball-point is metal. A lot of people use pens.

use a plastic handeled screw driver flat head in that case, thats how my grandpa shorts his tractors

Right, and i needn't find gloves with them.

So, if the computer doesn't power on if i short it, then what's the dealio?

im not an electrician, so don't really ask me, if you want gloves, just wear the kind your mother(or dad) would use for doing dishes

If it still doesn't power on, then it could be:

Unsufficient PSU
Bad motherboard
Shorting
