Problems getting to certain sites

I am having problems getting to certain sites lately
Like fro some reason I cant get to e-bay and it says something like
Internet explorer cannot dipslay the web page.
But other pages are fine.Is this something in my security settings.

try deleting your cookies and temp internet files. if you are using internet explorer, its in the tools --> internet options menu
 
Ive tried That

Ive tried that as well.
Also the ssl and tls protocols are enabled under security section.
Also my work offline is not checked.
Does it have something to do with a certificate verification or something/
 
i have that problem sometimes

but most of the time it works again once i have restarted my computer
