Processor difference?

Would it make a significant difference if I used the Intel Core i3-7100U over the Intel Core i5-6200U in terms of running a development IDE and running a virtual machine or is that mostly ram dependent?

They're pretty synonymous. The 6200U has a higher boost by about 400 MHz.
