processor lag on simple things

ok since my computer is down for the count, i have been using my brothers HP. but when i open or close a window, it totally laggggggs (i can even make one of those squares with the mouse and if i do it fast enough, it'll stay there till i refresh the screen. as far as i know, this computer has a intel celeron @2.9ghz.

EDIT: and for some of you, this computer is not to be mixed up with my other brothers amd sempron 2800
 
bump, i know its not a major problem, but it does it so constantly, it gets on my nerves. is there any trick with intels that i dont know about? i work mainly with amd, they seem to be less problematic
 
um, no he idles at ~280 ram, he and i both use norton antivirus, (we know its a recourse hog, but it gets the virus's really well)
