You have no case fans??? With a xeon and 970? You should have one intake one exhaust bare minimum. How are components supposed to stay cool with no fresh air??
OK just read the rest of the post and saw the pic. Yes you do have intake and exhaust fans. The rad on the (only) intake fan is not good for the rest of your machine temp wise but it's passable.
If your CPU fan is plugged into the CPU fan header, it will work by itself in terms of ramping up and down (*unless you have disabled that feature). 65 degrees is not super hot for that chip.
