What is a good upgrade from a AMD Sempron(tm) Processor 3200+, MMX,3DNow, ~1.80 GHz. Price range from $1-$250.

Sorry if it's under the wrong forum section but I didn't see a processor forum.

Not really you know what motherboard you have now.Do as many research on it as you can,that way you won't make a mistake on any upgrade components.
 
Is there a specific thing under motherboard I should look at or just it's over all outlook of it?

Also it could be a Dual core right?

Yes you can,the one you have is really old and not popular which is why it is hard to get a lot of info on it.You can get this one http://www.newegg.com/Product/Product.aspx?Item=N82E16813138111 you would have to get new ram that is 800mhz,240pin.It has onboard video so you wouldn't have to get a video card.Unless you wanted to it's express x16 so you can get a hd3870 for example.If you get that motherboard get a 5000+ x2 http://www.newegg.com/Product/Product.aspx?Item=N82E16819103211 it's about 50 times faster than cpu you have now
 
Perfect ram would work with that motherboard just fine!No it has in internal videocard but if you buy a videocard and snap it in the pci x16 it will disable the onboard one and use the one you put in.that motherbaord supports 4gbs max so you can put a 2gb stick in each slot or a 1gb stick in each slot which would be the total of two gbs which is more than enough at the moment!But the ram you chose is awesome it would be 4gbs in two slots.
