What is the easiest and/or best programming language to learn for creating a stock charting software with transparent lines/boxes/circles?

If you want the easiest you could use ASP and embed MSexcel, or Visual Basic and use excel.

Does Visual Basic do transparency effects? Will it become obsolete in 5 years? Will it work with Windows Vista?

... Too many questions... I know...
