Progress bar on any site instantly goes to 0:00 time remaining, but file not uplaoded

I've had this problem since my internet got capped, and i needed to upload some stuff to youtube. since then i've reformatted and isntalled windows 7 with the exact same issue. I tried contacting my ISP - they were totally useless as usual.

I have read that youtube and windows 7 have this problem, but this happened to me on vista, and this happens on any site. I've reset the modem, firefox, reinstalled drivers, changed O/S, just about everything you could think of. I want to solve this once and for all.
 
Happens to me all the time when uploading, what I do is use that gadget, network traffic, when the up speed goes to about 0 I know that it is finished.
 
Yah, youtube's doing the same thing to me... I just let my computer run for 30 minutes with that, and magically it's uploaded even though the progress bar isn't 100%.
 
it's not just youtube for me - it's any site that i upload stuff too. not just vids as well but pictures or music.
