PSU affect performance?

My friend has an 430 watt case psu w/ 3.3v/26A 5v/32A 12v/13A!!! Could these low numbers affect how is computer preforms? Its powering an

AMD athlon 64 3500
1 gb ram
6600gt
160gb hdd
floppy drive
cdrw
3 case fans
if he bought a new psu would he see a performance improvement?
 
i'm surprised that it even runs, i wouldn't be surprised if his system hangs a lot... i would say he should get a psu with a much higher rated 12 rail.
 
The 12v rail doesn't accept alot of the thigns on your computer though, alot of the more electrical working things like your CPU and RAM work with the 5V rail, things with moters and such like your harddrive or CDrom drive work on the 12v, that is a very low 12v rail but It hsould be able to run the PC easy, just not intensive things with the 12 very well
