psu connection question?

hey i bought these 2 items and when i go to install the psu should the fan be on the top or on the bottem?? it makes sense for it to be on top because it is a bottem mounted case. but the all the wirting and power cord is upside down? i guess what im asking is if this is a big deal?? thanks everyone

Yes, the fan on the PSU should be top mounted on a case where the PSU is on the bottom for the best airflow.

god stuff thanks alot!, Also one more question, say i just want to see if the psu fan works,, can i just take the psu and plug it into the wall and turn it o and the psu fan should run??

You would need to short circuit two pins on the ATX power connector to make the PSU turn on when it's not plugged into anything, like so:
