PSU Failure

Yesterday I decided to clean my DIRTY desk off, which meant I had to unplug the PC tower and everything else. When I was done, I connected everything to my PC and finally plugged in the power supply, and then the power bar. I pushed my power button on the PC, and nothing happened. I checked that the power bar was on, and checked that the PSU on/off switch was in the ON position. No luck. I plugged the PSU power cable directly into the wall outlet, and had no luck again. I moved the PC to a different outlet in my basement and tried, and the PC still wouldn't power up. At that point, I was pretty sure it was the PSU, but I opened up the PC anyways to make sure that all of my power cables were connected, which they were.

One thing that I noticed was, even when I flicked the PSU switch at the back to the "OFF" position, when I pushed the power button on the front of the case I could see my LED fan light up and start to spin for a split second, along with the other components of the case which attempted to start up, but then they shut down. The fact that power could go to the PC with the PSU switch in the "OFF" position was puzzling, and I didn't want to keep experimenting, so I decided to remove the PSU, give Ultra a call, and they're now sending me a replacement. I'm pretty sure it's the PSU, but it could also be the motherboard.

Of course, I was a dummy and sold my only spare PSU last year for $15. That could've helped with my diagnosis, but oh well. And I don't feel like digging into my brother's pc and pulling out his PSU.

What do you guys think? It seems to me like a fault with the power supply, but I could be mistaken, though hopefully not, because that would mean that

A) My motherboard is fried
B) I called Ultra for no reason, and had them send me a new PSU I didn't need, had them bill $100 to my credit card (they credit it when they receive your defective unit)
C) I would have to buy a new motherboard.

For reference, the power supply is a 1st generation Ultra X Connect 600w modular unit. It received good reviews on Tigerdirect, but after doing some digging I found out it is built with fairly cheap components. (Tier 5 on some power supply list, with Tier 1 being best and 5 being worst):(

Also, on my final attempt yesterday to boot up the PC I heard some weird loud alarm noise, but it wasn't beeping, it was a constant BEEEEEEEEP. After that I just gave up. (Didn't want to risk causing damage/further damaging any hardware)

Update: I'm pretty sure that the long constant beep was caused by the 8800gt because I purposely left the 6 pin connector disconnected.

I tried the PSU again today, just to be sure, and I even took out the battery on the mobo for a few minutes before plugging everything in. I tried turning it on, and nothing happened. No beeps, no fans turning (although I find it very odd that my LED fans turn on for a split second when the power supply switch is in the OFF position).

I'm almost 99 percent sure that it is the power supply at fault, I'll let you guys know if the replacement works. :eek:

EDIT: I got the replacement today, they gave me a 600 watt Ultra X3 fully modular power supply. I installed it, and my PC is back up and running. I am very impressed with Ultras customer service, polite & quick shipping.
