PSU fan and Cpu fans not spinning

Had this same problem on a previous computer when i tried to install a new power supply . I figured the power supply was DOA , and waited a few months and got this new comp . Put in a new video card , and now when i hooked everything back up niether of the two fans would spin :S . In the beginning the cpu fan spun without stopping , and i noticed that i didnt have the eight pin connector plugged in , and when i plugged it in it stopped it from spinning at all . I have power to the led button . Turns on , and off properly , but not doing much else i dont think

Did you use the brass standoffs between the motherboard and case?

Also, what PSU do you have? It sounds like a shortage to me, but it could be that your PSU simply didn't have enough juice to give.
