PSU Voltage Problem/Misread

So I am having a slight problem at the moment with my PSU voltages. Specifically the 12v rail. Currently as seen in the screenshot of HWmonitor it shows that the 12v rail is as 7.81v. Now I know for a fact that this is such a stupid reading and must be incorrect although would this be a sign of a unstable voltage? I have had issues in the past and even currently I can not get my RAM to 1600Mhz at the proper voltage without getting blue screened. Also after overclocking my GPU I would begin to get artifacts but only over time. Usually I can figure these things out on my own but I have been stumped on what should be a really amature problem. I would getting PSU tester if i were you. it cost only 10 dollar. I don't trust software for test PSU's voltage.
Back this statement 100%, I would never trust a software program read out for testing electrical voltages.... go test your voltage with a decent multimeter under load.
