how much power will an added Videoboard need... i have an hp so im wondering if i need to upgrade the psu...

I assume you mean Video card? And it would depend on which one you added and what PSU you have now.

450w 30amps(single or combined rails) is probably a good average for most boards, but definetly not a standard for all.

If your talking about the FX5500 you're buying, the stock one should be capable.
