Okay, what is a Push-Pull effect for cpu-coolers? how does it work?

Depends.

A push, pushes air into the cooler.

A pull, pulls air through a cooler.

A push/pull has two fans, one blowing into the cooler and one on the other side pulling air out of the cooler.
