Putting a new video card?

No, turn it of and disconnect the power. I even use rubber gloves but that may be overkill. I think my manual said to let it power down for 15 minutes.

I also use driver sweep if I am changing drivers.
 
yeah, as he said use the uninstall option in programs (ati catalyst install manager if ati). then power down, boot, use the driver sweeper, power down, put in the gpu, boot, install drivers, and go nuts dominating games (optional). i never use "protection" when handling my card and there is no need to wait 15 minutes. i have never had any sort of problem just doing it right away.
 
Do I have to uninstall the old ones first or should I put the hardware then install the new one and sweep the old ones or it doesn't matter
 
Remove the drivers first. However, I have changed from 5700 to 5800 to 5900 and all combinations before removing drivers and not had a problem. I would try to remove the drivers first though.
