your bios looks like it is not reading a cpu fan. I know you checked it but I would check again. It appears you have the cpu fan plugged into the power fan plug, which looks to be closer to the actual cpu. It looks like the cpu plug should be right next to the 24 pin power plug, as in they will be touching.
The reason you can't enable cpu q-fan is because the mobo believes there isn't one. This is also what is causing you to get the error message. Your computer considers no cpu fan serious business.
As far as those temps go. If temps seem to be radically changing like that while under no load I would guess a partially or poorly seated heatsink, those push pins can be tricky. I would take it off, clean it, reapply thermal paste and re-seat it.
