Q6600 never uses over 53% of its full speed

I have been doing encodings because the CPU never uses more than 53% of its full speed. It just stay mostly between 51 and 52 percent and sometimes 53%

Is it because the video encoding program that I am using only know how to use two cores?

it is taking 6 mins to encode a 24min video. If it were to use 100% of the CPU power would that cut encoding time in half?

does anybody know when will windows or any other program will start to use all 4 cores? an estimate?

Windows (and other OSs) already utilises quad-cores, since it's actually made up of smaller modules,programs or whateveryawannacall'em, and so on. And since it seems that CPUs are going to come with more and more cores in order to increase performance, it shouldn't take too many years for larger numbers of programs utilizing god knows how many cores to appear.

You would be able to go over 53% probs if you were encoding a film, at the same time as playing a game or something, as I am fairly sure that some encoding programs multi threading programs only make use of a particular number of cores.
