Question about disk drives

Can the quality of a disk drive be reduced? For example, if I rip a cd to my computer, then put a finger print or a scratch on the lens, then rip the same cd, will the second rip be of lower qualitly or is it an all or nothing type of thing?
 
CDs have varing degrees of error correction. Should the drive encounter a read error, typically it can be resolved. If it can't, the you get an error. However, the quality should never decrease. With digital data it works or doesn't.
