I will be building a PC soon, and I don't have the money for Windows 7 at the moment. If i were to use Ubuntu for the time being, would I have to restore my hard drive to use windows 7? I thought I could choose which one to boot when I turn it on, but i want to check.

Yes you'll be able to dual-boot 7 and Ubuntu.
