question on ip addresses?

hey i didnt really know where else to put this so i thought general would do. Is it possible to find someones address from there ip address. People have told me it is but i dont see how when your ip address changes everytime you log onto the internet. is it possible to find out where someone lives if you know there ip address?
 
well that finds the country that your in but i mean is it posible to find an actual address of where they live.
 
The only people who are able to link up an IP to a physical address on a street, are your Internet Service Providers. That information will be kept confidential unless some law enforcement agency requests it. That is why illegal downloading can be traced to you, but usually only if the ISP obtains a court order.

You ask how can it be traced when your IP changes each time? Well your ISP will have detailed logs of who was assigned what IP address at what time - so as long as it's known when too look - the where and who is very easy to obtain.
