Questions about computer build

current specs are:

amd fx 8350 Vishera 8 core with H7 Cryorig cooler 4.0GHz
Nvidia Geforce GTX 1070
2 x 4gb (8g ram) 1333MHz Patriot memory DRAM Freq. 671MHz DDR3
Gigabyte GA-970A-D3
Windows 7
year 2010 500gb Sata HDD

Currently the only game i play is WoW. Still cant use max settings. I know my ram is cheap and old as well as my HDD. Motherboard still supports AM3+ but my question is what could be holding me back? Im open to all suggestions! Still learning about computers.

A newer platform like a Kaby i5 or Ryzen would breathe a lot of extra life into that. That slow RAM is holding back some of your performance but I don't think it'd be worth buying another kit for that same build.

IIRC WoW was pretty dependent on single threaded IPC. Do you just get a lot of lag in raids or is it generally, all-around slow?

Frames as low as 23fps especially in raid. Major cities are around 45.
World questing as well. Yes slow
