Questions about LINUX vs. Windows

Hey guys, im new to computerforum and was wondering if I could have some questions answered about Linux vs. Windows...Ok here we go:

1) What are the file allocations of Windows and Linux? Describe them please?
2) What are the differences between Linux help menu and Windows DOS?
3) What is Mono and Sharp Develop.
4) If Linux is "FOSS", why arent more viruses targeting the program?
