Where is the quick launch toolbar located in XP?

Right-click the taskbar, and it should be listed under toolbars. Click on it to display.

Yes, most of the time windows puts it next to the start button

The quick launch are those little icons directly to the right of the Start button. To enable it, right click the taskbar and select properties. Then check "Show Quick Launch".
