whats that cheap TV Tuner thing ? what it does ...

Well i would hazard a guess that it "tuns to TV signals" .... of course generally they let you tune to FM too

it would be great and using it (changing volume and stations) throw there in the front....

after you wire the control panel's volume control to the soundcard of course
