RAM Bottleneck?

I am 99% sure that my ram is bottlenecking me.

I have 4gb of kingston 1333mhz ddr3 ram with latency 9-9-9-20 something XD

and I my computer is coming to a standstill when i try to render things in cinema, or just use it for a long amount of time.

I think i just need to buy another $44 dollar box of it...

Task manager thinks I have, 0MB free memory ;)

Whilst my cpu usage is at like 10%

I'm thinking i'm gonna back up all my game saves, and re install.

Do you have a lot of unneccesary startup programs and services?
If it's decided you need more RAM, you could might be able consider faster speed/lower latency @ 2x4GB, and sell what you have?

I don't usualy have many programs running. I close everything non-essential in processes, and try to only let it open drivers on start up.

And if i was to sell my ram and buy better, would any of these be good choices?

That ram is out of my price range for only 4gb.

and yes that is my mobo, doesn't 64bit windows utilize up to 128gb of ram? I have ultimate.
