The hsf or 3rd party cooler wouldn't take up 100% of cpu time. Even with a fan controller or fan speed alarm in the bios wouldn't see any of that since that's hardware not software which does demand cpu time to some degree. This is why I asked earlier what are you going by there? the processes tab? performance tab? or something other then the task manager?
