RAM Read/Write Failure! Please help!

When I turn on my laptop, the hard drive and fan immediately respond, but the screen doesn't activate at all. After a couple of seconds, 4 short beeps sound and repeat without end and the screen remains black (RAM read/write failure).

My old RAM is Samsung 1x4GB PC3-10600 (1333MHz) and the new RAM I received is 2x4GB PC3L-12800 (1600MHz).
I've tried finding my BIOS settings to change the clocks to match my RAM, but I can't seem to find it because all of the guides are different to my laptop.
I know that there is no point in getting better RAM for a laptop that can't go faster than 1333Mhz, but shouldn't it just downgrade it from 1600MHz to 1333Mhz? That's what I've been hearing from everyone.
I have tried putting in one DIMM of the new RAM, but the read/write failure occurs again.

EDIT: My BIOS settings won't allow me to change anything concerning my RAM. Rather, it doesn't even have the option to change the settings for RAM. I updated the BIOS version to the latest version, but still nothing.
I'm at a complete loss now.

Please help. I have no idea how to fix it.

Most of the time yes it will but not all the time.

Standard laptops are locked down to prevent any cpu overclocking or ram setting changes.

Suspect bad ram actually. Also, your cpu is slowing you down too as you only have a entry level dual core at 1.6ghz. Need to stay away from those E series cpu's.
 
I also suspected a problem with the RAM but I just wanted to make sure before I sent it back and replaced it with a new set that's matched to my laptop requirements. I managed to hunt down and find a matching set of RAM (PC3-10600).

Yeah, I know my CPU is really bad, but it's a former school laptop, so expectations were never high.

I'm looking at getting a new laptop and this time, I don't want to go with AMD. However, I'll be stuck with this laptop for a while so I want to try and make it as good as it can get.
