Ram running at only 666mhz?

My ram is 1600mhz but according to Speccy it's only running at 666mhz. No noticable differences in PC performance, I only found this out because I got bored and opened Speccy because I haven't looked at it in awhile lol. Is this normal?

Those utilities list the 'actual' clock speed. Due to the way DDR operates it has an effective speed that is double the actual, it's running at an effective 1333.
It might have gotten reset during a cmos clear if you never manually set it back to 800 (1600)

I'll try to get into the damn bios and reset it, thanks for the info
