Ram usage too high

Hey guy I have been having an issue just recently were my pc seems to be using far to much physical memory, at idle after a reboot it sits between 40 to 50% which I'm pretty sure is way to high. When loading into arma 2 which I know is a memory hog I hit 85% memory usage. I am using OCZ AMD BLACK EDITION 4gb 1600 ram which is suppose to be decent so I must have another problem. Any ideas?

I am running Windows 7 32bit
Amd 1055t x6 stock speed
OCZ black edition ram
Ati 6870 crossfire

I would check for unneeded programs starting at bootup. Or even a malware infection.
