Random Shutdowns

My computer is suddenly engaging in random shutdowns, restarts, and freezes. The most common of them looks like this:

This is what my cursor looks like

I've wiped the hard drive and installed a new OS, but it's only been getting worse over time. Before, it would only happen when I was playing a game or converting video files. Now, it just does it when I'm using internet explorer. I'm getting a new system soon, but I would like this one to be functional, too (LAN gaming, etc.) Any help would be appreciated!
Thanks in advance:)

With a fresh install of Windows and video drivers you can forget a software problem there. That looks like some component maybe the vpu itself on the card is toast! You could try reseating the card to see it slighly lifted in the slot but the likely need to replace it? It looks something is cooking or simply giving out on you there.

Could be a faulty PSU or heat. Probably not heat if its been working for a while. You can try testing your psu with a psu tester, or maybe jumping it (google it). If you have another computer around the house, you could try swapping psu's and see what happens.

well, before i could do much, my computer refuses to boot up, saying something about a graphics card power extension cable failure. This has happened before, and I returned it under warrenty, but the warranty is null now. This is bad, but I am getting a new pc soon (the one in my sig), and can replace it with that. I've also got an old laptop, and my dad's servers. i can do schoolwork, but that's about it. :(

Bad power cord for the card? Take a look at the cable to see if it is simply loose or unplugged. If it's secure then that went from a broken wire or the socket on the card may have a bad connection like a cold solder point. How old is the card itself? Since it's now in AMD ball park you could try their support now seen on all ATI models. http://support.ati.com/ics/support/default.asp?deptID=894

I took the card out again, put it back in, and it works now. Well, sort of works. it still shuts down, but the problem is even worse! I use to be able to play around fiteen minutes of deus ex invisible war before the error ocurred, and now it won't even load the startup menu without freaking out! I just wish I could find out which freakin' part is screwed up so that I could fix it.:(

One way to verify that the card is at fault is to install a substitute and run that for a period of time. But this clearly continues to point at the card. The reseating of it saw an improvement right away. That's where your attention is needed for the most part. If you are not seeing a bad chip a bad power connection is most likely. On a cold start it certainly wouldn't be an overheating problem.
