Reboot for screen to work

Once out of every 5 or 10 tens times (the amount varies), when I turn on my computer, my screen displays “No Signal” and goes into a type of hibernation mode. When this occurs, it also takes much longer for my computer to boot up – (I can tell by listening for the windows start-up chime). I can also tell by watching the LED’s on my memory sticks. The lights consist of 2 rows of 3green lights, 3 orange lights and 3 red lights. They usually light up very sporadically but when things aren’t working properly, only a few of them lights up. To fix this, I have to hit the reset button on the computer and turn off my monitor and try again. I sometimes have to do this 2 or 3 times before my screen works and the computer boots up properly. I have no idea why this happens or why it happens intermittently.

Am I right in assuming that it's not driver related due to the fact that it doesn't even get to Windows before the problem occurs? (Hell, it doesn't even get to the BIOS)

Another problem I have (and I don’t know if it’s related) is that occasionally my mouse doesn’t work after boot up. I have to unplug the USB connection and plug it back in and then it works.

So this is all before POST/BIOS? If so, it sounds like a failing motherboard. Dad had one that would act very similar, except one reset would make it work. That board lasted maybe a year before totally dying.

As for the mouse, I have a similar problem with my mouse. I'm not totally sure why it doesn't always work, it's like my receiver's locked up. I think(at least mine) is just a slight incompatability. Try another mouse if possible.
