Recomendations on building a Entertainment (Actually DVR) Desktop

Have about everything I need, RAM, HD, DVD Burner. This isnt actually a full up entertainment computer, I have given up on all Cable except Net and need this to use as a DVR, so that would be what it actually is. Right now I have my real HP entertainment laptop tied up with this and just need something to record and play through my Happauge 950q. So here is what I am looking for and would like to go cheap as possible but still have it work properly without any jerkiness, pixalating etc.

Here is what I have so far in my posession.

Seagate Barracuda 2TB
Happauge 950q
16 GB DDR3-1600 Ripjaw
OEM DVD RW
PSU

What I need and would like to go cheap on so am looking for recommendations (We are only recording her OTA TV Shows).

Cheap case. I was thinking small form factor. Its not going to have a lot in it except the MB, RAM, Processor, Power Supply and Graphics Card.

Right now I am looking at the XFX Radeon HD 2GB 6570. Cost on it is $65. If anyone knows of a better one for around that price, let me know.

MB and Processor or MB and Processor Combo. I would like to go cheap on this, but have sufficient processing power for the 950q and graphics. I know from doing some research I need at least a dual core, but a triple core would be better. Any suggestions? I did find a Biostar but I have not read a lot of good things about them, not an Anti Biostar snob, but really no experience with Biostar. The MB also needs two have at least to DDR slots.

One last thing, I do not plan on this being any kind of real build, just a DVR. Do you all think 400W PSU would be sufficient? Thats the direction I am leaning.

Do you know if the 950q has an onboard encoder or if it uses the CPU?

Has an built in MPEG-2 encoder.

Thanks BTW, both of those are in my basket. Waiting to see your reply on this about the Encoder though before I pull the trigger. Still need the case. As mentioned, would prefer small form factor, or at least as small as possible.
 
It should be fine with the encoder that it has. I just wanted to make sure that it did not rely on the CPU only.

Before you order anything post up some cases you like and I'll try to figure out what will work for smaller form factors.
