Recommendation: TV Tuner?

can you recommend a good TV Tuner? i want GOOD QUALITY because this will be my permanent TV on a 19" LCD Monitor

i was thinking of getting a ALL IN WONDER Video Card (X1800XL AIW) but its a lil pricey but i may get it if i don't get any recommendations

also is there a way to not have a AIW Card and use your Video Card as a TV? like if you're LCD doesn't support DVI, you can still have DVI quality with a DVI to VGA connector

I don't know what you mean about using one card as your TV, and DVI... VGA and DVI aren't that different at all.

If you need a combo, some AIW card would be the best I suppose. However, if you JUST need the tuner, I'd get a WinTV PVR. Now, they have wonderful quality over all, but they also have about a 3 second lag due to the buffer, so you can't play video games though it.

If you want something without the lag, you probably need a card without the buffer. Some cheap card would do alright, but they also typically have lower quality with some dropped frames...
 
I didn't read all of that link, but I think overall, the WinTV or similar cards(with onboard compression) will be the best. I personally have a WinTV PVR and I've been very pleased with it. You can record right to DVD quality with no skips or anything, then burn directly to a DVD with no re-compressing or anything.

I have used many different cards, including $2000+ DV Storm cards, and really, the WinTV PVR is just as good as the DV-storm, quality wise.

If you look at the better WinTV PVR cards, they are basically the same. One has duel tuners so you can record one show and watch another at the same time. Another one has an output so you can watch recorded videos back on the TV(it's much higher quality than say your standard TV-Out)
