Recording Video on Computer (HDTV?)

I am trying to record video (mainly tv) on my computer. I am trying to get it to record with the best quality possible without making the files too large. I have a usb tv tuner box that I use to get the signal. I can record it in mpeg 2 format if I like.

I have one show that I downloaded. It is high definition. The file size is relatively small and I can fit my settings for recording to match its settings. The quality of the downloaded one is much higher however. I am thinking this is due to the high definition part.

Does anyone know what all is needed to get high definition shows recorded properly on a computer? For tv, you would need the high definition tv to be able to handle the mpeg 2 format. I am very new to this high definition stuff and just read an article about it so I dont know very much. Would an hdtv receiver be enough? to plug the cable into that and then send it to the tv tuner box and that goes to the computer? Or is there more? Does it require a digital tv service or can the hdtv shows still be picked up with the receiver even if digital tv service isnt there? I would guess you would need the digital tv service. But if not that would be a lot better! I am at a college campus so tv service is provided for us. It is just standard cable television.
 
You would need a HDTV tuner connected directly to your tv, as connecting a HDTV box to you current tv tuner 1.Probably would work and 2.If it did all the quality would be lost as the TV tuner probably can't handle the HDTV quality
