Recovery after a power loss (question)

Lost power. she was using a Belkin power backup. but maybe getting old.
Cannot start up except in save mode. her account is not there. My two admin accounts are available. (only in safe mode).
tried taking back to earlier date. says starting windows and that it. locks up.
tried chkdsk /f (and nothing diff after restarting) black screen only.
Started up in safe mode (admin acc). deleted hers and created a new account.
still wont start.

any other options please. I know who's getting stuck with her computer. ME...............

it will take 12 hrs to wipe and load everything she has. Its another job. nothing but usb ports and loaded. software and hardware. she does not care. Fix it.
 
I would run a hard drive diagnostic on it first by downloading the drive makers disk diagnostic utility and running it.
 
its a seagate. I downloaded a proggy this afternoon. i know which way this is going. One thing though. I know and did. I recorded the the date and time the power went out. i called them up. what they were doing, time and date. Ya have to have that. I don't care about replacing if i need to. Now the cdroms won't even open. Have two. computer starts though. Im just saying if ya want to recover then ya have to document. i know the program. not a biggie though.
