Would it be possible to set up a small refrigerator for a case? if you kept all the fants on the chipsets also?

would things get too cold? or not as cold as a regular case with airflow?

Moisture/condesation would be a problem. It can be done, but it's not as easy as you might think.

But you can use a refridgerator compressor to cool down (for example) the CPU.

Try searching around for phase changers and phase cooling, also compressors. An actual fridge would not work well, but the compressor itself, hmmm a different story.
