Reinstalling Windows 7 Error

I tried reinstalling windows 7 and I got the error saying: The instruction at 0x12f9b5b7 referenced memory at 0x00000001. The memory could not be read.I ran memtest for 7 hours last night but got no errors. I also cleaned me registry and defragmented my c disk. My comps also been running slow lately and getting a lot of not responding programs and freezes.

Are you booting to the cd to try and repair the system or are you trying to reinstall while inside of windows? You should be booting to the cd.
 
I'm going to advaced system restore options and clicking on Reinstall Windows 7 it then asks for my disc so I put it in and then when it starts copying the files I get that error.
 
What do you mean just put the cd in? Sorry not very good on computers. I'm on a dell so i'm not sure if I can change the bios to start from the cd or could you write steps on how to clean install?

There are bios settings to where you can change the boot order to boot from cd first.
