Remote access connection manager

OK... another problem at work. there is a server that i take care of that is in trouble. in the event viewer it is telling that the remotes access connection manager failed to start. so i went into administrative tools then services and tried to start it manually, and it tells me access denied, error5. Any suggestions?

I actually solved the problem by reinstalling SP4 for windows server 2000, but thanks anyways! But, I now have a new problem... There is an error in the application log for IISinfoctrs. its says "Unable to query the IIs info service performance data. the error code returned by the service is data DWORD0." Any suggestions?
