Replacing Parts Need some ideas

I am looking at a case for my parts.

Here is what i have:

Intel MOBO DB65G8F http://www.saharamicro.com/images/D865GBF.jpg is what it looks like.
dvd rom/cd-r writer
Video card: Ati Radeon 9200
Floppy drive
multi media card reader
Intel pentium 4 3ghtz- What else might fit in the MOBO above?

I need a replacement processor, a cheap monitor and was thinking about the case above. I am on a cheap cheap budget and am only looking to get this computer running. I have IDE cables to connect everything and a 400 watt power supply.
Please tell me anything you can to help.

Motherboard too old, not support new CPU.
What is your overall budget?
