resizing a picture

I have got a groupon coupon with Inkdoodle and it is a 16x20 canvas picture and I am trying to upload a item to use and it keeps telling me the file is to small. well i guess it has to be 1.0 mb in size and I am trying to convert it with Irfanview and it only does it in pixels and I don't know how to resize it to 1.0mb I am getting very frustrated can anybody help me thanks in advance..

1 MB minimum? That sounds... odd.

You could save it in BMP format to take up more space.
 
Beers this is the email i got from the company when I inquired about the size thanks for any future help you can give me



Our website will only accept image with 1MB to 10MB (Jpeg format) in size in order for the image not to be pixelated.

What resolution did they want? JPG is kind of a lame requirement since it's a lossy image format.

Generally they're looking for something higher resolution, if you blow that image up pixel wise it will get really grainy and pixelated like they mentioned. Is there any chance of getting a higher res version or maybe creating your own copy?

Something like 5400x3300 pixels would put you around 1 MB.
 
The reason they want a larger image is because of quality. Taking a small photo and upscaling it will do nothing for better quality prints. Ideally this would be vector based, then you can change the size without reducing the quality.
 
I just want to thank everyone for all the suggestions and help you have given me especially Agent Smith the one download worked for me but it wouldn't let me crop it as per their directions and everything was hanging off the allotted space that they gave me so I say screw it and have asked Groupon for my money back it's not worth the aggravation so thank you all it was greatly appreciated
