is the max screen resolution based on the monitor or different video cards that the comp have, eg my max resolution is around 1280X1028 if i upgrad my video card will i get more resolutions?

If your max resolution on your video card is 600x400, then that's the max it will go to, however, if the max is 2500xXXXX it won't go to that unless your display can go to that size. You will only get more resolutions if your display supports more.
alright then how do i check what my display resolution max is? is the one under "right click>setting>resolutions" display resolution or video card resolution?
