Restart cycles?

I don't know if this belongs here , but siince the problem stems from my case restart button I'll list here. I have the Antec SuperLanBoy case-DFI LanParty uT nF3 mobo-Mad Dog Surepower 500w psu-PNY 512 ram-. Everything works fine except if I hit the restart button on the case, then the comp goes into a cycle where each external drive (DVD-RW/DVD-Rom) will just keeps lighting up and spinning like it's looking for a disk continuosly. Restart from windows works O.K.. I don't know why it would even go to the externals, because I have everything disabled in the bios except for the harddrive for booting. Also, I checked my mobo connections several times. Anyone ever have this problem?
 
Try going to:

Control Panel > Power Options > Advanced
Then look at the box on the bottom that says "Power Buttons"

I dont know, try that and see if they're set correctly. Hope that helps
 
1. Have a look through the BIOS maybe something wierd happened there.
2. Do the reset jumpers work properly on their own (i.e., use a screwdriver or something)
 
I couldn't find anything odd in the bios, The restart button on the motherboard itself does the same thing and I jumped the reset connector pins on the board with a screwdriver and it too cycles. I emailed DFI , maybe motherboard problem?
