Restore PC to almost new settings

I would like to restore my HP DC510 Desktop PC to normal settings, how do I go about doing this as I don't have a back up disk?

system restore wont erase files,but remove currently installed programs

System restore failed, hence why I came here.
I don't particularly need the files, they can be wiped, as it's all backed up.

Format and reinstall your OS...

Just make sure all your documents you want are backed up.
