First off, be sure the speed and temp are both being read correctly. If these are the readings you get from the BIOS, or the same as what you have in the BIOS, then it should be correct... Also, be sure there's nothing that's slowing it down... No dust or anything of the sort.
Now, I'm not as familar with the newer 4-pin CPU fans many Intel's use, but if you're still running a 3-pin fan, you could probably rig it to run at only full speed. Basically you connect the red and black wires to a power connector from your PSU, then leave the yellow plugged into the motherboard (RPMs, so it thinks somethings still plugged in to that socket) I'm pretty sure that'd work, allowing the fan to go full speed.
